When it was first introduced, in Destiny, it was done because breaking the legs was considered a merciful thing to do as it hastened the death by bringing on suffocation (the legs can't support the body and the weight and configuration of the body brings on suffocation). When RJ, Rob and I discussed the crucifixion in Destiny, I brought up the leg breaking and said it was Caesar showing that, in fact, there was a part of him that still loved Xena (or, at least, had enough love to care about her).
